I confess I find Stenberg's score strangely laid out, especially the interruption of the opening solo with the preparatory staves for the rest of the ensemble. I should like to point out, however, that in the 1556 print, the return to the refrain clearly indicates a repeat of the solo (i.e. a da capo rather than a dal segno. (Stenberg gives no indication of what he intends; Astor indicates a repeat to the four-part section).
Our modern obsession with SATB choirs seems to have blinded editors to the fact that this piece requires three 'high' voices and one 'medium': SSAT or SAAT. It is also effective transposed down for ATTB or TTTB (Stenberg goes a fourth but keeps the SATB layout; I might even choose a fifth).
