where <description> is either of the following:

  1. a (relatively short) description of the cleanup required.
  2. talk - which refers the user to the discussion page for a description of cleanup required, to be used primarily when a short description is not feasible.

Warning: Using the template without the <description> parameter will result in the cleanup banner being displayed as above, prompting anyone seeing the cleanup banner to supply a description of the required cleanup.
